草原保护红线工程的制度设计探索

草原保护事关生态保护、经济协调、可持续发展的大局,草原保护红线工程的建设是进一步推进草原合理保护利用的必要条件,草原保护红线工程的制度设计又是整个草原保护红线工程的保障工程,是草原保护红线工程的长效机制,建立系统科学合理的草原保护红线制度势在必行。阐述了草原保护红线工程的制度设计的必要性,总结了现行草原制度取得的成效,指出了现行草原保护红线制度中存在的缺陷,并从健全生态环境资源保护制度、实施生态环境资源利用监管制度、建立生态环境资源损害追偿制度等三个方面对草原保护红线工程的制度设计提出了相应的对策与建议。

System Design of the Red Line Project for Grassland Protection in China

Grassland protection concerns the ecological protection, the overall situation of economic coordination and the sustainable development of China. The construction of red line for grassland protection is a necessary condition for improving the reasonable protection and utilization of grassland, its system design is a guarantee project of the whole grassland protection red line project and is a long-term mechanism for grassland protection red line project. It is imperative to establish a systematic scientific and rational red line system for grassland protection. This paper expounds the necessity of the system design for grassland protection red line project, summarizes the achievements made in the current grassland system, and points out defects in the current grassland protection red line system. From perfecting ecological environment resource protection system, implementing ecological environment resource utilization supervision system and establishing ecological environment resource damage recovery system, this paper puts forward some countermeasures for the system design of grassland protection red line project in China.
