土地利用规划与土地资源的可持续利用

《中国２１世纪议程》明确提出土和总体规划是土地资源管理与可持续利用一项行动目标，因此，土地利用总体规划的制定应以可持续发展为指导原则，规则方案是否合理可行应以能否保持土地资源持续利用为评价标准，土地利用总体规划的顺利实施是实现土地资源持续利用的重要保证，据此制定出与土地资源持续利用相适应的系列政策制度。
