| 摘 要： | 自由贸易港建设是大连市应对世界经济全球化发展形势、迎合国家区域发展战略规划部署、实现东北老工业基地振兴目标以及建设东北亚国际航运中心的客观需要和必然要求,因此加快推进大窑湾保税港区向自由贸易港转型对大连市拓展城市功能,提高城市核心竞争力有现实意义.从大连自由贸易港建设现状入手,分析大连自由贸易港建设存在的内部条件、外部条件、政策环境等方面的比较优势,根据国内外自由贸易港建设经验,构建大连自由贸易港建设应遵循综合开放发展、混合经营管理的目标模式,从港口基础设施建设、法律制度健全等方面提出大连自由贸易港建设的对策建议.
