规范装备采购价格管理工作措施探析

在社会主义市场经济体制下,我军武器装备采购价格管理仍然沿袭＂计划管理＂模式,实际工作中产生了诸多矛盾,严重制约了武器装备采购价格管理工作的发展,降低了装备购置费的使用效益。通过对几型武器装备价格管理全过程的调研,分析了武器装备采购价格管理工作中存在的报价不规范、利润基础不合理、小时费用率标准偏低、人才队伍建设跟不上等四个方面的突出问题,提出了相应的解决措施,为武器装备采购价格管理工作提供参考。
