| 摘 要： | 新形势下军队政治工作的创新发展要适应时代发展的客观要求，遵循党的创新理论，针对军事斗争准备的现实需要进行；要结合自身特点，坚持生命线地位不动摇，坚持科学发展观，坚持把人才培养作为第一要务等基本点不改变；要紧贴历史使命，把确保“不变质”的时代课题，提高“打得赢”的作战能力和中国特色军事变革作为政治工作创新发展的着力点。
