核心竞争力与知识产权文化建构

摘    要:知识产权既是一种社会现象,又是一种文化现象。在构成知识产权核心竞争能力的众多因素中,惟有文化才具有决定性意义。尤其是在知识经济时代,文化力对于提升知识产权的核心竞争力具有决定意义。知识产权在其历史发展过程中形成的文化,具有引领知识创新、技术创新和制度创新等复合功能。知识产权文化所体现的群体行为范式、价值取向和社会氛围,作为历史积淀并存在于人们潜意识中的隐性资源,是一个知识产权大国能够保持强大竞争能力的决定性因素和关键所在。因此,培育和提升知识产权核心竞争力,必须着力建设优秀的知识产权文化,培育知识产权文化的个性魅力。

Core competency and cultural construction on intellectual property

Abstract:Intellectual property is a social phenomenon as well as a cultural phenomenon. Among all the factors contributing to the core competency of intellectual property, the most important one is culture. Formed in the historical development of intellectual property, this culture guides the innovation of knowledge, technology, and system. Group action, value orientation, and social environment represented in intellectual property culture are regarded as the latent resource existing in people's underconsciousness. They are the key for a great intellectual property nation to maintain its competitive power. Thus the cultivation and promotion of the core competency of intellectual property cannot be independent from the construction of its culture.
