| 摘 要： | 毛泽东是党的统筹兼顾思想和方法的奠基人。在建设中国特色社会主义的伟大实践中，这一思想和方法得到不断发展。并最终被确立为贯彻落实科学发展观的根本方法。要充分发挥统筹兼顾的根本方法作用，必须在价值观上坚持终极价值与工具价值的统一，在方法论上坚持系统思维与矛盾思维的统一。

| Abstract: | MAO Zedong is the founder of the principle of overall planning and comprehensive treatment. In the great practice of building socialism with Chinese characteristics, this principle has all seen constant development, and is also the fundamental method for us to comprehensively implement the concept of scientific development. The role of the principle needs to be fully displayed, which requires the terminal and instrumental values to be integrated, and requires the identity of systematic thinking and contradiction thinking to be established. |
