| 摘 要： | 军队的党代会制度是中国共产党的代表大会制度的重要组成部分，也是贯彻强军目标，实现党对军队绝对领导的根本保证。文中依据党的十八届三中全会精神，着重从三个方面探讨了改革和完善军队党代会制度问题。一要强化认知能力，为完善军队党代会制度夯实思想根基；二要注重学习研究，为完善军队党代会制度熔铸理论支撑；三要搞好建章立制，为完善军队党代会制度提供重要保障。

| Abstract: | The Congress of Party Representatives in army is an important part of CPC＇s congress sys- tem. It ensures Party＇s absolute leadership to the Army in order to achieve the objective of building a strong army. This thesis, based on the guidance of The Third Plenary Session of the 18th Central Committee of the Communist, analyzes three aspects of reforming and improving the Congress of Par- ty Representatives in army： ideological foundation, theory and system. |
