污水处理PPP项目绩效指标研究

污水处理PPP项目具有运营周期长、资金投入较大、直接关乎百姓生活等特点,如何在建设与运营阶段做好绩效评价十分重要。随着我国污水处理PPP项目规范化发展,亟待对污水处理PPP项目的绩效指标进行研究。本文在文献梳理及相关理论研究的基础上,提出污水处理PPP项目关键绩效指标。并结合案例及问卷调研,利用因子分析法将指标进一步进行筛选分析,提出污水处理PPP项目运营阶段的主要绩效指标,对加强行业监管与PPP发展提供对策依据。

Research on Performance Indicators of Sewage Treatment PPP Project

Sewage treatment PPP projects are directly related to the lives of the people, but the investment is large and the operation cycle is long. The performance evaluation is important in the construction and operation phase. With the standardization of PPP project for sewage treatment in China, it is urgent to study the performance indicators of PPP project for sewage treatment. On the basis of literature review and related theoretical research, the key performance indicators of sewage treatment PPP project were put forward. Combined with the case study and questionnaire survey, the indicators were analyzed through the factor analysis. Then the main performance indicators of sewage treatment PPP project in the operation stage were put forward, which is useful for the strengthening industry supervision and the PPP development.
