俄罗斯的国家知识产权战略已取得巨大成就。虽然俄罗斯的专利申请量极少,但它却是世界科技大国。俄罗斯的国家知识产权战略是"民间导向型"战略,而且主要是个人的全球科技创业、知识产权创业活动所驱动的战略。同时俄罗斯国家知识产权战略又具有"外向型"战略和"舍得型"战略的特点。俄罗斯政府对民间驱动经济、科技扩张的自由放任态度增强了人民探索、发展知识产权战略的胆魄。与俄罗斯不同,中国国家知识产权战略不是"民间导向型"战略,而是政府设计、驱动、主导的战略,在学习借鉴中要注意结合自身实际。
