实施权力清单制度对行政管理效能的影响研究

推行权力清单制度是政府依法全面履行职能、推进行政体制改革、建设法治政府的重要内容之一,其主要功能在于调控行政立法、推进行政公开、提高行政效能、深化行政治理、优化行政服务。本文结合文献研究,通过收集、对比中央和地方各级政府公布的权力清单,总结出权力的保留和减少对政府行政管理工作带来的影响,包括能够使群众清楚的认识政府机构的家底、政府机构的服务更加高效、群众办事更方便快捷、有利于进一步释放市场活力等,同时发现权力清单制定和推进上存在的问题,并在此基础上,提出了相应配套措施,认为要完善法律法规清理调整机制、实现政府职能部门间的信息共享、优化权力清单动态调整机制、规范细化服务流程、健全地方政府绩效评估机制、完善监督体系。

Research on the Impact of Implementing Power List System on Administrative Efficiency

The implementation of the power list system is one of the important contents of the government''s full implementation of its functions in accordance with the law, the promotion of administrative system reform, and the construction of a government under the rule of law. Its main functions are to regulate administrative legislation, promote administrative openness, improve administrative efficiency, deepen administrative governance, and optimize administrative services. This paper combines literature research to collect and compare the power lists published by central and local governments, summarizing the impacts of power reservations and reductions on government administration. It can enable the people to clearly understand the responsibilities of government agencies, make the services of government agencies more efficient, make the people more convenient, and help to further release market vitality. At the same time, it finds problems in the formulation and promotion of power lists. On this basis, it proposes corresponding supporting measures and believes that it is necessary to improve the cleanup of laws and regulations, adjust the mechanism, realize information sharing among government functional departments, optimize the dynamic adjustment mechanism of power list, standardize and refine service processes, improve local government performance evaluation mechanism, and improve supervision system.
