| 摘 要： | 辽宁具有实施创新驱动发展战略的良好基础。在综合分析辽宁科技创新能力历史沿革、现状与问题的基础上,本文认为应全面推进沈大国家自主创新示范区建设、加快高新技术园区和新兴产业集聚区建设、加快落实三类新型创新平台建设、全面提升企业研发创新能力、大力建设高水平创新人才队伍和有效推进科技成果转化与技术转移,从而进一步提高辽宁科技创新能力。

| Abstract: | There are strong technical foundations and advantages in Liaoning of implementation of innovation-driven development strategy. On the basis of comprehensive analysis of science and technology innovation abilities such as history, current situation and problems, this paper argues that we should promote the construction of Shenyang Dalian national independent innovation demonstration area, speed up constructions of areas of new and high technology and new industrial agglomeration areas, speed up the constructions three new innovation platforms, enhance science and technology innovation abilities of enterprises , construct high level innovation talented persons and promote the transformation of scientific and technological achievements and technology transfer effectively. |
