我国集成电路产业的政策演化逻辑研究基于政策工具和创新价值链双元视角

基于政策工具-创新价值链双元视角分析集成电路产业政策对2000-2020年国家层面发布的122份集成电路产业政策展开深入剖析,结合集成电路产业创新演化特征,研究其演化逻辑。研究发现：我国集成电路产业政策具有使命导向的特点,且使命导向型创新政策的政策工具选择更具动态适应性;高频次的保障措施和规划引导是我国集成电路产业政策中的重要特征;应在政策设计中充分考虑产业创新价值链各阶段的发展特征,进行有针对性的政策工具选择与设计。

Research on the Logic of Policy Evolution in China"s IC IndustryBased on the Dual Perspective of Policy Tools and Innovation Value Chain

Based on the dual perspective of policy tools and innovation value chain, this paper conducts an in-depth analysis of 122 integrated circuit industrial policies issued at the national level from 2000 to 2020, and studies the evolution logic of IC industry innovation in combination with its evolutionary characteristics. The research finds that China"s integrated circuit industry policies have the characteristics of mission orientation, and the choice of policy tools for mission oriented innovation policies is more dynamic and adaptive; High frequency safeguard measures and planning guidance are important features of China"s IC industry policy; The development characteristics of each stage of the industrial innovation value chain should be fully considered in policy design, and targeted policy tools should be selected and designed.
