基于SFIC 模型的共享单车协同治理问题研究

摘    要:为应对共享单车快速发展带来的车辆乱停放、车辆破坏和失窃、用户信息和资金安全等问题,推动共享单车行业健康有序发展,以协同治理为理论基础,基于SFIC模型,从起始条件、催化领导、制度设计和协同过程4个维度对共享单车协同治理面临的困境进行分析,并提出构建激励机制、催化机制、保障机制和沟通机制实现共享单车的协同治理。

Abstract:With the rapid growth of bike sharing market in China, in order to cope with the problems of disorderly parking, bike theft, and user information and financial security risk, to promote the development of bike sharing industry in a healthy and ordered way, based on collaborative governance theory and SFIC model, this paper has analyzed the dilemma of bike sharing industry governance from four dimensions: starting conditions, facilitative leadership, institutional design and collaborative process. Then put forward to realize collaborative governance of bike sharing by building incentive mechanism, facilitative mechanism, security mechanism and communication mechanism.
