政府采购激励自主创新的合理性辨析

本文从理论与实践两个层面探讨我国政府采购激励自主创新的合理性,一方面为应对当前国外政府对我国自主创新产品采购的指责和非议提供谈判的依据;同时也为我国政府及相关机构对政策采购自主创新产品的本质性认识提供更系统、深入的借鉴。本文从创新政策与国际贸易保护两个视角探讨了政策采购激励自主创新的理论依据,并通过对各国政府采购支持创新的政策实践分析进一步说明政府采购支持创新的合理性。

Research on Rationality of Public Procurement for Promoting Indigenous Innovation

This paper discussed the rationality of public procurement for Promoting Indigenous Innovation from theory and empirical aspects. The purpose of discussion is on two hands. One is to provide basis for negotiation on criticize of innovative public procurement from foreigner government. The other is to explain the nature of public procurement as a strategic innovation policy for our local government. The paper analyzes the theory basis from demandoriented innovation policy and international trade protection theory. Meanwhile, the practice of innovative public procurement of foreigner government was investigated.
