摘    要:本文依据科技金融多参与主体的特点,构建了代表政府、银行、证券市场、债券市场、保险市场投入和科技与经济产出的指标体系,采用DEA结合Malmquist指数方法,用2007-2015年面板数据,对新疆14个地州市科技与金融结合的效率进行测度。结果可以看出,61.3%的地区综合DEA有效。DEA非有效但规模收益递增的地区应加大各投资主体对科技金融的投入力度;规模收益递减的地区应调整投入结构,提高投入资金的使用效率。通过投影分析,得知阿克苏地区效率低下的原因是保费等投入冗余和专利、论文产出不足。

Abstract:Based on the characteristics of the S&T and financial system which has many participants, this paper built the input index system including the government, bank, securities market, the bond market, insurance market investment and output index system including S&T and economic, then measured the efficiency of science & technology combined with finance of 14 cities in Xinjiang based on DEA and Malmquist index method using panel data from 2007 to 2015. The results showed that there were 61.3% of cities whose comprehensive DEA was effective. The cities whose DEA is not effective but scale returns increased should increase the investment of science technology and finance; Those whose scale returns diminished should adjust the input structure and improve the efficiency of the investment. Through projection analysis, it is found that the reason for the inefficiency of Aksu area is because of the redundance of insurance premium and insufficience of patent and paper output.
