| 摘 要： | 战略性新兴产业是指基于新兴技术,技术含量高,出现时间短且发展速度快,具有良好市场前景,具有较大溢出作用,能带动一批产业兴起,对国民经济和社会发展具有战略支撑作用,最终会成为主导产业和支柱产业的业态形式。当前,我国战略性新兴产业发展与发达国家基本处于同一水平线上,但关键核心技术的知识产权掌握不足,有可能面临发达国家知识产权和低碳两个方面的挑战。本文研究了战略性新兴产业的内涵、特征、产业选择原则与范围,并提出了促进战略性新兴产业发展的政策建议。
