| 摘 要： | 在知识经济时代,科技人才成为各国共同争夺的稀缺资源,也是各个国家、地区与企业竞相争夺的"核心资本"。在世界人才争夺战中,中国处于劣势。中国要走自主创新之路,既要正视全球化的大趋势,又不能忽视人才流失这一严重问题。同时必须营造有利于创新的环境,提高科技人才的创新能力,造就有竞争力的创新人才队伍。

| Abstract: | At the knowledge economy age,technical talents have been becoming scare resource that is fought for by countries,and "core capital" that is chased by countries,regions and enterprises.China is on competitive inferior position of this competition.In order to achieve self-initiated innovation,China should both face the trend of globalization,and keep an eye on the brain drain.China must build its environment for innovation,improve innovative ability of high-tech talents,speedily transform innovative talents from technical talents,and train competitive team with innovative talents. |
