我国科技绩效提升的制度困境分析

我国的科技体制改革尽管取得了很大成就,但依然任重而道远。其中的某些环节问题非常严重,如果不积极进行制度创新,将会影响制约我国创新型国家战略的实施。因此继续推进科技体制的改革,是十分必要和极为迫切的。但是也要清醒认识到,现在的科技体制改革之所以裹足不前,是有其深刻的内在原因的,表现为制度安排与利益结构处于均衡状态,体制内的相关利益主体,缺少打破制度均衡的动力。因此必须借助体制外的力量打破这种低水平的均衡,从而推动科技体制的改革,达到提升国家竞争力的战略目的。

Analysis on the dilemma and route to upgrade performance of science and technology system in China

in this paper we find though our country'S reform of system in scierice and technology has made great achievement,but there are still many problems to be solved.Even some of them was very serious,and the strategy of innovation country will be restricted if we don't innovate the system actively.Therefore it was necessary and urgent for us to improve the reform of science and technology system.But we should realize that the reason for the stagnation of reform is very profound.The arrangement of system and the structure of benefit at equilibriums,the main body of related benefit have no motive to break the equilibrium.Hence we should break equilibrium in the low level in virtue of the force of system outside,so that we might improve the reform and advance the strength of competition.
