摘    要:在测定"十五"全国农业科技进步贡献率的基础上,分析了我国农业科技进步的基本态势与主要特征,分析了农业科技投入的变化特征,测算了科技投入对农业科技进步贡献率的弹性。结果表明:(1)我国科技进步对农业发展的贡献水平稳步提高,但与先进国家还有很大差距,且不同年份波动较大、不同区域发展不均衡;(2)我国农业科技投入总量稳步增长,其中政府拨款仍是主渠道,投入强度波动上升,但仍明显低于国外水平,也低于国内非农行业;(3)科技投入对农业科技进步贡献率的弹性呈递减明显,从"八五"的0.483下降到"十五"的0.235,并据此从科技投入增加、科技体制创新等方面提出了增强科技对农业发展的贡献能力的对策建议。

Abstract:Based on the data from 1953 to 2005 released by China government,the contribution of Science and technology(S&D)progress to China agriculture development and its relationship with R&D input at agricultural sector were analyzed in this paper.The results are as follows:(1)the contribution level of S&T progress to agriculture development() steadily rise during 1953—2005 though there is a parent fluctuation year by year and a distinct difference among regions.(2)the amount of R&D input at agriculture sector rapidly increases and the government finance plays a key role in China.But the ratio of R&D input to agriculture gross domestic production(GDP)is 0.49% in 2005 which is far lower than other sectors in the country and lower than most countries in the world.(3)the elasticity of R&D input to the contribution level declines from 0.483 during 1991-1995 to 0.235 during 2001—2004 in China.To better exalt the contribution level of agriculture S&T,increment of investment and innovation of agriculture S&T system will be specially strengthen from now.
