中国环境政策体系改革的思路探讨

循环经济是中国推进可持续发展的一项重要战略决策,健全的体制环境,正确的政策导向是实现这一战略目标的基本条件。论文基于政策体系的层面,围绕“环境政策工具”展开研究,探讨有利于促进循环经济发展的体制条件和政策环境。论文首先阐述环境政策工具的演变历程,将其划分为非自愿方法和自愿方法两大类别,这一视角能够更好地涵盖它们的本质,进一步地分析和比较两者之间的不同特征和优缺点,为中国环境政策体系的改革提供指导。

Study on the Reform of System for Environmental Policy in China

Cyclic economy is an important strategic decision for China to push sustainable development.Right institutional environment and policy direction are basic conditions to realize the strategic goal.Based on the system for environmental policy,the article focuses on environmental policy instrument to study favorable policy environment.It sets forth the evolvement course of environmental policy instruments and divides them into two types of voluntary approach and non-voluntary approach,whose perspective can better embody their essence.Furthermore,it analyzes various characteristics,merits and demerits of these instruments that instruct the reform of system for environmental policy in China.
