To improve independent innovation ability and build up innovation-oriented country is the core of Chinese development strategy,as well as the key of enhancing China's comprehensive national strength,during which enterprise is just playing a leading role.For enterprise,to be a real host of independent innovation,it has become of top importance to improve its self-quality.Meanwhile it also tied to the support and drive of government,for it is no doubt that government plays an important role in enterprise's independent innovation.However,this paper covers the functional boundary and origin of force of government regulations on enterprise independent innovation only.
