资源规制建设与提高开发区产业竞争力对策研究

随着我国加入WTO并进入后时代以及社会主义市场经济体制的不断完善和建立,开发区政府应如何顺应国际国内宏观形势的变化,定位管理模式,进行规制建设①,再创开发区发展的新优势,提高开发区的综合竞争力,从而推动其跨越发展一直是理论界、政府部门和实践工作者研究和关注的课题。笔者通过对开发区在集约利用资源方面存在的不能正确处理发展速度和集约利用资源的关系;集约利用资源状况发展不平衡等问题的分析,论证了加强政府资源规制的紧迫性,并提出了必须加强行业的准入机制,充分集约区域资源,促进产业“集群化”发展;用法制手段加强对集约利用资源的宏观控制,加快公共资源管理制度的改革等提高开发区产业竞争力的若干对策。

Policy Study on Resource- regulation Building and Improvement of Industry Competitiveness of Development Zones

With China's access to the WTO and its gradual establishment and completion of socialist market economy system,governing bodies in China's development zones face such challenges as identifying management model,building government regulation system,re-creating new advantages for development zones,enhancing the comprehensive competitiveness to promote their development to a newstage.These issues also coincide with the focuses and concerns of academic filed,governmental apparatus and those who carry out the current policies.By dint of analyzing the unsuccessful handling of the relation between development speed and intensive usage of resource and the uneven development of intensive use of resources,the author proves the urgency for governmental bodies to strengthen their resource-planning building.Correspondingly,the author puts forward a series of proposed policies of consolidating the market access rules,making the most of regional resources,accelerationg the cluster-oriented development,intensifying the macro-control of intensive use of resources through legal means and stepping up reforms on management system of public resource.
