| 摘 要： | 国际社会和各国都积极寻求更有效地减少二氧化碳等温室气体排放的有效途径,而发展木本油料等生物质可再生能源成为各国主要的解决手段之一。历史经验告诉我们,具有环境效益的弱势产业的发展离不开国家政策的支持和推动,因此选择和应用合理有效的政策工具至关重要。通过对政策工具特征的分析及其在国外木生物质能源产业中实际应用的评价,提出我国发展木本油料能源产业的政策工具选择思路,从而为我国可再生能源的持续发展提供有益参考。

| Abstract: | Most countries have focused on the development of woody biomass as solution for these environmental issues,It is essential that selection of policy instruments is for government to advance development of the vulnerable industry.The aim of this article is to put forward the means of choice on policy tools of Woody Bio-energy Industry,which is for sustainable development of renewable energy,by analyzing characteristics of these policy instruments and evaluation on efficacy of application in other countries. |
