我国“十二五”科技重点任务选择研究

通过对我国"十二五"科技重点任务选择所面临的国内外形势需求的分析,指出我国"十二五"科技重点任务的选择,既要满足国家长远发展需求,体现与《国家中长期科学和技术发展规划纲要(2006-2020)》的衔接,又要突出"十二五"阶段性需求和实现的可能性。提出了我国科技重点任务的选择应遵循:重要性准则、竞争性准则和可行性准则,并对基于领域发展需求、基于技术竞争、基于国家目标导向的技术选择进行了研究。

China' s Technology Selections for 12 th Five - Year S & T Plans

In this paper,we focus on analyzing the needs of domestic and international situations for the key tasks of the 12th Five-Year Plans for National S&T Development,and propose that when we select the key tasks,we should consider linking up with 《National Medium-and Long-term Program for Science and Technology Development(2006-2020)》,and consider the needs of the 12th Five-Year Plans and the posibility of realization.we suggest that when we choose the key tasks,we should follow three criteria:the importance of criteria,the competitive criteria,and the feasibility criteria.And then,we study the methods of technology selections that based on the needs of fields development,technology competition,and national goals.
