我国科技资源共享的有效路径探究

分析了我国科技资源共享实践的起步及其现状,其表现为科技基础设施的共建共享已经展开;科技文献保障共享体系初步形成;科学数据的共享有长足的进展;网络科技环境建设已经起步。指出了共享实践中存在的一系列问题及其根源,总结了国外科技资源共享实践的有益经验,在此基础上提出了我国科技资源共享的有效路径。主要是借鉴国际社会的共享经验;制定和实施共享战略;建立科学的科技资源管理体制和投入体制;制订共享政策法规营造共享的社会氛围;建立科技资源共享机制与相关制度及进一步构建科技资源的共享体系等。

The beginning and actualities of the sharing practice which included the sharing of fundamental construction,literatures,science datum and internet were analyzed.Some problems about the actualities were indicated;many experiences of the international society were summarized;then,the basic approach of ourselves were suggested:first,using international experiences;second,design and implement sharing strategy;the third,establishing scientific manage system;the fourth,creating social surrounding;the fifth,establishing related institutions;the last,constructing the sharing system.
