| 摘 要： | 水是经济发展的必然条件，如果不能从根本上解决水的问题，西部大开发中的生态治理必将受到制约，社会经济也将严重受损，认为应从推行水资源资产化管理、确立水利产业的地位出发，通过跨流域调水、雨水资源化、节水等措施合理开发利用水资源，促进西北地区社会经济与水资源协调发展。
