基于DEA模型的重庆市土地供应经济效率分析

运用数据包络分析方法(DEA)的C2 R模型,从土地投入和产出角度,对重庆市各区县土地供应(即国有建设用地供应)的经济效率进行有效性评价和比较研究,结果表明:重庆市土地供应的经济效率普遍偏低,仅有6个区县同时达到技术有效和规模有效,"1小时经济圈"的DEA有效性高于渝东北和渝东南,产业园区土地供应经济效率高;DEA无效区县中,"1小时经济圈"主要表现为土地供应剩余,渝东北和渝东南主要表现为劳动力剩余;13个区县为规模效益递减的决策单元,23个区县为规模收益递增的决策单元.在此基础上对重庆市未来土地供应数量与布局调整、资源合理配置提出相应的对策建议.

An Analysis of Economic Efficiency of Land Supply in Chongqing Based on DEA Model

This article makes an assessment and a comparison of the economic efficiency in all the districts and counties in Chongqing via C2R in Data packet from the perspectives of land investment and land benefit.It is found that the economic efficiency of land supply in these areas is generally low except six districts and counties where both technical efficiency and scale efficiency are realized,that the effectiveness of the areas within the One-Hour Economic Circle and "Two Wings"(Northeast and Southeast of Chongqing) is higher than that of the North-east part of Yu and the South-east part of Yu,and that the economic efficiency of the Industrial Park is high.Another finding is that in the districts and counties beyond the performance of DEA,the areas in the One-Hour Economic Circle bear the feature of surplus of land supply while the North-east part of Yu and the South-east part of Yu have labor surplus.Of the districts and counties of Chongqing,thirteen are decision making units of diminishing return to scale and twenty-three are decision making units of increasing return to scale.Based on the results of this study,some suggestions about the amount of land supply and the layout adjustment and allocation of resources in Chongqing are offered.
