| 摘 要： | 在宏观经济调控中,究竟是更多地依靠市场,还是依靠政府的更多干预来达到宏观经济目标,是一个现实和重要的问题。其实,政府与市场的关系不是一成不变的,政府管制与市场机制的相互替代是一个动态过程:市场失灵时,需要政府管制;随着市场条件的变化,政府也应放松管制以提高管制质量和效率。当前,我国正处于计划经济向社会主义市场经济转轨时期,政府应放松管制,特别是改革性管制,充分发挥市场机制的作用。
