一般地方高校社会服务动力机制构建问题初探

在现代社会高校社会服务职能日益突出的背景下,我国一般地方高校社会服务功能的发挥明显滞后,需要从高校自身、地方政府和当地社会等相关方面寻找地方高校社会服务的"动力源",按照"市场调节为主,政府引导为辅;高校主动服务,社会积极依靠"的总体思路构建地方高校社会服务的动力机制。在实践层面,则需要从地方高校办学体制改革、中央与地方相关法规建设、地方政府干预和调控以及地方高校内部改革等方面来切实推动地方高校社会服务的开展。

Study on the Construction of Driving Force Mechanism of Ordinary Local Universities' Social Service

While universities' social service function is becoming more and more outstanding in modern society,the role of social service function of ordinary local universities is obviously lagging.Therefore,we must seek the "driving force source" from relevant aspects,including local universities,the local government and the local society,and construct local universities' driving force mechanism according to the principle of "regulating by the market first and leading by government subsidiary,local universities' servicing the society actively and local society's depending on universities actively ".Meanwhile,we need drive the practice of local universities' social service from aspects such as reformation of the system of running universities,pertinent legal system construction by central and local authorities,the local governmental interfering and the internal reformation of local universities.
