党政管理干部定量考核浅谈

摘    要:本文从过去对党政管理干部考核的弊端出发,阐述了党政管理干部定量考核的必要性,从概率论的原理说明了定量考核的可能性。定量考核的具体做法是:将干部素质分成26个因素,分别进行测评,采用“加权平均法”计算出每一个因素的评价值.此外,还对测评的误差进行了分析,并提出了减小误差的措施。

Abstract:This paper attempts to describe the disadvantages inthe past exam for the cadres in both Party and administration.explain theneceessity of fixed exam for the cadres in Party and administration, andclarify the possibility of fixed exam by the principle of probability. Themethod is to divide the cadre's qualities into 26 factors, then evaluatethem one by one. With the weighted average method. it gives a judgementfor every factor. The paper also analyzes the error of the determinationand evaluation, and presents the way of reducing the error.
