| Abstract: | This paper,based on enterprises theory and technological innovation theory,tries to find a measure ment of enterprise technological innovation ability through measuring directly the whole input,output and the characteristics of technological innovation process.A set of precise appraising quota system is designed and an improved indistinct mathematical method is used. |
