| 摘 要： | 工程建设项目招标文件应是一个合同双方权利、义务、责任和风险总体平衡、投标报价条件明确、可操作的要约邀请文件,而现阶段建设工程项目实施阶段的合同管理却被人为地分割为招标投标和合同管理。在此现状下,重视招标文件的编制势在必行。

| Abstract: | The bidding document for construction project is a set of the practicable documents with explicit tendering terms and conditions which the two parties of the contract hold the rights and obligations,responsibilities and risks equally in general.Nowadays,the contract management in construction project is artificially divided into tender department and contract department.In this situation,it is inevitable to attach importance to compiling reasonable bidding documents. |
