| 摘 要： | 在实施科技创新过程中，应注重人才在科技创新中的地位和作用；着力构建和培育有利于创新人才脱颖而出的化和环境，并进行制度创新以保障科技创新。另外在科技创新过程中，我们还应注意科学与经济发展相结合；自主研究与引进国外技术相结合；自然科学与社会科学相结合。

| Abstract: | During the progress of science and technology innovation, we should pay attention to the talents' status and effect in science and technology innovation, construct such a kind of culture and environment, which helps the talents' revealing itself, and carry out system innovation in order to ensure science and technology innovation, in addition, we should also pay attention to the combination of science research and economy development, independent research and introduction of alien technology, natural science and social science. |
