| Abstract: | Ruling of Virtue and ruling by law are the core of the general ruling plan being executed by the CPC Central Committee. Ruling of virtue and by law supplement each other, constitute a dialectical unity. The building of socialism with Chinese characteristics should be governed by ruling of virtue and law so as to establish social order project in which ruling of virtue and law play their roles harmoniously and respectively. |
