| 摘 要： | 在依法行政、服务政府的建设过程中,行政相对人的法律地位亟待提高。提高行政相对人的法律地位是建立在一定的理论基础之上的,而这个理论基础主要来源于三个方面,即法哲学基础、宪法学基础和行政法学基础。
