| 摘 要： | 当前,提升基层政府绩效对预防农村群体性事件具有积极意义。要提升基层政府绩效就必须加强对基层政府的行政伦理教育,推进基层政府决策的科学化和民主化,完善基层政府的绩效评估制度,加强基层政府的预警机制和能力,预防农村群体性事件。

| Abstract: | At present,it is very important to enhance the performance of the grass-root government for defending rural mass disturbance.Therefore,the government must strengthen administrative moral education,and boost decision-making more scientific and democratic,improve performance assessment and reinforce the early warning mechanisms and ability. |
