论政府信用:内涵、问题、对策

政府信用既是政府诚信的真实反映,也是公众对政府能力和政府信誉的一种主观评价。它作为社会信用系统的核心,从客观层面催化着政府职能实现,因而对社会经济发展有着重要的保障功能。目前我国政府信用整体态势值得肯定,但其发展向度也存有堪忧之处。为此,要免于政府信用困境,就须选择适当路径加强政府信用建设,从而使政府信用保持良好的发展态势,此乃行政改革重要任务之一。

On Government Credit：Connotation,Problems and Countermeasures

Government credit is the true reflection of government ability as well as a subjective evaluation of government ability and government reputation by the public.As the core party of social credit system,it is catalytic to the unfolding of the government function and thus has a guaranteeing function for economic and social sustainable development.Though the present status of our government credit is worthy of recognition,there are some serious problems in its growth direction.Therefore,to avoid government credit crisis,an appropriate path shall be chosen to strengthen the construction of government credit to ensure a better development trend,which is also one of the important tasks of administration reform.
