| 摘 要： | 该文提出基于核心解译和区域差异2种评价方法思路，以核心解译法为例，通过对6大村镇问题矛盾焦点和10大技术作用核心的归结，发现土地利用矛盾主线是人地关系，村镇发展的矛盾焦点是轻视公共配套设施建设，而对应的技术重点是土地节约集约利用和村镇集聚发展的问题，技术的作用核心与问题的矛盾焦点基本对应.基于区域差异的技术适宜性指引是各示范区开展的后续工作.
