我国城镇化与城市土地集约利用耦合发展探析

为明确我国城镇化与城市土地集约利用的耦合协调度,厘清了城镇化和城市土地集约利用两系统间耦合作用机制,构建了城市土地集约利用效率评价指标体系,并通过数据包络分析方法构建了城市土地集约利用效率模型,以及城镇化与城市土地集约利用耦合模型.通过将数据代入模型进行测算,对2008—2013年我国整体及31个省、自治区和直辖市的城镇化与城市土地集约利用耦合状况进行了分析.结果显示我国的城镇化发展水平相对于城市土地集约利用程度来说仍然较低;经济发展是城镇化与城市土地集约利用两过程耦合协调发展的决定性因素.我国超大型城市的城镇化与城市土地集约利用耦合协调发展处于高水平阶段,其他城市目前更多地处于一个不稳定的磨合时期.

Analysis on Coupling Development of Urbanization and Urban Land Intensive Utilization in China

The coupling situation between urbanization and urban land intensive utilization in China is studied. Based on clarification of the coupling mechanism between urbanization and urban land intensive utilization, the index system of urban intensive land use assessment is proposed. Then the urban land intensive utilization efficiency model and the urbanization and urban land intensive utilization-coupling model are proposed though data envelopment analysis (DEA). The models are used to analyze the data of 31 Provinces, autonomous regions and municipalities and China as a whole in the period of 2008-2013. The result shows the urbanization level is still low relative to the urban land intensive utilization level in China. At the same time, the results also show that economic development is the decisive factor for coordinate development of urbanization and urban land intensive utilization in China. The coordinate development of urbanization and urban land intensive utilization in megacities is in the high level stage, but the situation in other regions of China is in an unstable adaption period.
