| 摘 要： | “三农”问题事关重大、事关全局,在当前已成为我国全面建设小康社会的重中之重。发展农村教育,是从根本上解决“三农”问题的先导性和基础性工作。改革和完善农村教育制度,实行“三教”（基础教育、成人教育、职业教育）统筹,“两教”（成人教育、职业教育）结合,是全面提高农村人口素质的关键。

| Abstract: | Problems of agriculture, countryside and Peasant is essential, and has already become the focal pomt in building the well-off society in an all-round way at present. Developing the countryside education, implementing "Three is taught" (basic education, adult education, vocational education) and combinedl "Two is taught" (adult education, vocational education) is the key to improve the quality of the country people. |
