政府对事业单位管理模式改革的探讨

我国事业单位涉及的范围十分广泛，具有国家设立、财政供给、非产业化、行政化、管理非法制化及非独立性等特点。这就导致我国事业单位呈现出运行的低效率、不适应市场经济发展的要求等问题。市场经济要求事业单位具有相对的独立性，政府应改革对事业单位的管理模式。为了提供高效的社会公共服务，这一管理模式应明确事业单位的服务范围和财政供给的范围，建立起宏观的目标管理和考核机制。

On the Reform of Administration Models From the Government to the Undertaking Units

The undertaking units in our country, which is established by the government and supplied by the finance,involve very widely and characterize with non-industrialization,administralization and unlegalization in management.At present,the undertaking units in our country have shown these prolems,that is,low efficiency in running,not fitting for the advance of the economy and over-burden in finance and the units.The market economy need high efficiency public profitable survives from the undertaking units,so the government should reform the model of administration to the units,should definite the scope of the units,survive and the supply of finance,should establish macroscopical aim-administration and check mechanism.
