韶关市承接产业转移存在的问题与对策

承接珠三角产业转移是韶关转变经济发展方式的重要途径。自2008年省委、省政府提出"双转移"战略以来,韶关各地产业转移园区建设顺利推进,承接产业转移工作取得了一定成绩,但与此同时也暴露招商引资缺乏统筹协调、融资方式单一、用地缺乏规划、对口转移效果不明显等一系列的问题。通过建立有效激励机制,加强全市园区招商引资工作的统筹协调;创新园区建设融资方式;提高园区规划的科学性;打造内源性产业集群和加强产业转移对口地区交流与合作相结合来,为实现韶关承接产业转移的可持续发展提供保障。

The Problems and Solutions of Undertaking Industrial Transfer of Shaoguan City

Undertaking industrial transfer from Pearl River Delta is a important way of transformation of economic development in Shaoguan,since the ＂Industry and Labor Dual-Transfer＂ strategy be proposed in 2008,Shaoguan has achieved considerable success,but some problems have been exposed such as lack of co-ordination in attract investment,financing channel is narrow,lack of planning in land use,urban counterparts transfer is ineffective and so on.To solve these problems we should establish an effective incentive mechanism to strengthen the co-ordination in attract investment;innovate financing ways of park construction;Improve the planning’s scientific;build local Industry cluster and strengthen industrial transfer corresponding regions exchanges and cooperation.So as to realize the Shaoguan undertake industrial transfer guarantee sustainable development.
