| 摘 要： | 作为老工业基地的韶关市，在广东省产业结构全面升级的大背景下，应积极培育和发展产业集群，即：一要调整发展思路、做好产业集群发展规划；二要打造优势产业集群示范区；三要培育特色产业集群；四要优化产业集群发展的外部环境；不断壮大老工业城市的市域经济。
