| 摘 要： | 公用事业民营化过程中,必须处理的两个问题是需不需要政府管制及怎样管制。本文对公用事业民营化的内涵进行界定后,认为公用事业民营化中需要加强政府管制,建立和完善公用事业管制体制,选择合适的管制工具,并加强对管制机构的管制。
