论研究生教育收费的可行性、原则及配套措施

目前，对高层次人才的持续需求为研究生教育收费提供了外在的动力；人们对非义务教育“谁受益，谁出钱”的教育投资观已经有所认识，为研究生教育收费提供了内在的社会思想基础；城乡居民收入的增长为实现研究生教育收费提供了一定的经济基础；可以采取配套措施来消除收费可能给经济困难学生带来的压力，因此，实行研究生教育收费正当其时。但在制定研究生教育收费政策时应坚持扩大宣传和循序渐进、成本多元有限分担、保证国家及社会人才需要、按地域校别专业差别收费、充分考虑到社会承受力、强化监督与权力下放等原则。对研究生教育实行收费的同时，应同时对现行的研究生奖学金、贷学金、困难补助金等相关政策进行配套改革。

On the Feasibility, the Charge Principles and the Complete Package Reform of the Tuition Charge for Postgraduate Education

After twenty years' reform and opening up to the outside world and the recent years' reform of the tuition charge for higher education, the tuition charge for postgraduate education becomes possible. This paper discusses the feasibility, the charge principles and the complete package reform of the tuition charge for postgraduate education.
