我国城乡社会保障服务均等化的政策选择——以政府公共政策价值理念为视角

以政府公共政策价值理念为视角，对我国城乡社会保障服务均等化现实诉求下我国保障的政策选择进行了分析探讨，指出政府在建构城乡社会均等化保障体系上应该遵循服务性、社会利益的增进与平衡、科学发展中的效率与公平、政策价值分析的冲突和统一等政策理念，进行政策建构行为的优化，做出合理的政策选择，即：推进县乡财政管理体制改革，建立和完善农村社会保障财政制度，加强服务型政府建设，提升公平和谐政策观念。多元共拓资金筹措渠道，编织社会保障多层防护网等等。

Equal Social Security Service for Rural and Urban Areas in Governmental Public Policy Selection

The author discussed the pursuit towards the equalization of social security service for the rural and the urban areas from a perspective of governmental public policy making with an awareness of the strong demand for better security service for the rural areas. In the construction of equal social security service for rural and urban areas, government as a decision- obey the principle of efficiency and equity and making body and an authoritative offer of public service should promote the balance between social interest. Government should be fair and wise in policy selection to realize social security equalization between the city and the countryside, making efforts to propel reform of fiscal management at county and town levels, institute and improve fiscal institutions of rural social security, develop the service-type government to promote fair and harmonious administration, and raise fund from various sources to knit the multi-level network of orotection for social security.
