| Abstract: | There existed different approaches on how to organize public sector organizations since the formation of organization theory in America. According to David H. Rosenbloom, these approaches are divided into three categories： management, politics and law. The paper makes a detailed analysis of responses to the reform of public sector organizations in America, and elaborates on its future tendency. |
