论公务员责任意识的养成

公务员责任意识的养成,与公务员对责任的认知有关,与公务员的责任感修养有关,与公务员问责制度的建设完善有关。公务员的责任认知主要解决三个问题：什么是责任？公务员责任何来？公务员责任何在？公务员责任感修养主要包含学习、反思以及付诸实践磨砺意志三个环节。而在磨砺意志的实践过程中,＂诚意＂、＂正心＂、推己及人是重要方法。健全公务员的问责制度是公务员责任意识养成的外在途径,是组织约束,也是一种硬约束。

Cultivating the awareness of public servants is related to their more knowledge,stronger sense and better system of the responsibilities and duties for them.Their knowledge should include the following three questions： What are their duties？ Where do these duties come from？ Where do these duties lie？ The sense of duties mainly comes from learning,reflecting and training by practicing the sincerity,fairness and consideration for others.The better system of duties is realized by better awareness of their duties.It is a strong kind of institutional requirements.
