| 摘 要： | 东莞现有“三旧改造”特别是在拆迁补偿安置政策存在的失地农民仍难享土地增值收益、忽视对城中村失地农民社会权利的保障、房屋产权调换制度不够细化、被拆迁房屋市场定价失灵等现象已经引起市民的不满，因此必须重视市民意愿表达和基本权利的维护，建立多元化的失地农民社会保障体系，细化房屋产权调换制度，并探索征地补偿标准的科学生成机制。

| Abstract: | The city of Dongguan has currently published some resettlement policies of redevelopment of urban sections,villages and factories.Among these policies,some relevant problems have caused a growing concern for the whole society,especially the policy of relocation compensation.These problems can be concluded that it is still difficult for the peasants who lost the land to enjoy the incremental benefit of land,the neglect of social right of these peasants,the refinement of the transposition regulation of house ... |
